Background
William Loughton Smith was born in Charleston, S.C., in 1758. In 1774, he studied law in the Middle Temple in London, England. He was admitted to the bar in 1784 and practiced law in Charleston. He was a candidate to the First, Second and Third Congresses and reelected as a Federalist to the Fourth and Fifth Congresses. He ended up serving from March 4, 1789 to July 10, 1797. He was appointed as the U.S. Minister for Portugal and Spain on in 1797. Smith died in
